Can ARPING test connectivity without an IP address? i.e. send/receive via MAC address directly?

If not, then I'm having a hard time understanding the utility of this command. When would I use it rather than the standard PING?

This command could be useful to check some hosts on which the answers to ICMP are disabled.

Thanks for sharing the above information arping is a good tool. I am using it in the Kali Linux distribution...
